2026 State Audit Recommends Stronger Bar Exam Review and Vendor Controls

By Bar Exam Doctor · Source event / applicable period: July 2026 audit

What the audit addresses

The California State Auditor’s report on the February 2025 bar exam recommends a standardized review process for multiple-choice questions, stronger controls over vendor requests outside contracted duties, and safeguards separating responsibilities across development and review. The report concerns examination administration and oversight; it is not a new applicant study syllabus.

Read findings and responses separately

An audit’s findings, recommendations, and an agency’s response serve different purposes. A recommendation identifies a proposed corrective action. An agency’s agreement does not alone prove implementation has been completed. When following later reporting, look for the specific action, responsible body, and evidence of completion.

Why it matters to applicants

Reliable administration is a different issue from whether a particular answer earns credit. Our suggestion is to track official operational instructions while keeping preparation centered on the applicable exam. Maintain a dated copy of important notices and do not rely on descriptions of an older vendor arrangement. This article summarizes oversight topics from a 2026 report without reproducing the report or drawing conclusions about an individual applicant’s result. Readers interested in the State Bar’s account should compare its separate response with the auditor’s original findings.
